Whirlpool AKP951 top oven not heating properly

I've got a built in Whirlpool AKP951 double oven which we've for nearly 5 years now, its been trouble free until now. The bottom fan oven has had hardly any use and works absolutely fine. I noticed the other day that the top oven was struggling to cook things, today i decided to test it by using an oven thermometer.
I tested the bottom oven first, turned it to 200c after 10 mins the thermometer said 200c, put the thermometer in the top oven and turned it to 230c, after 30 mins it was registrering about 75c. The grill element in the top oven works fine.

Any ideas what this could be? I've read that the element is like a light bulb, its either on or off & there is no inbetween. Not sure what else it could be? Thermostat maybe? or even the seal round the door which has seen better days.

First thing to check is the lower element...switch the top oven on and hold your hand on the base inside. You should notice a temperature rise within a minute or so and not be able to hold your hand there comfortably after a couple of minutes....

Also, does the thermostat light go out at any time when you have it set to 200 and above?

Hi, I've just tested what you've suggested, bottom gets hot enough not to touch after about 5-8 mins, I can instantly feel heat coming down from the top. The thermostat light turned off but after opening the oven to check the temp it came back on again, so that's recognising the drop in temp.
I left it on for 16 mins at 200c & it just managed to go slightly over 100c

Sounds like the stat is simply out of calibration and needs replacing....
