Will the machine drain and spin?

Could be a faulty drain pump, quite common to get leaks onto the pump, can often lead to failure of the main PCB.

It depends on what you are testing it with but resistance should be around 160Ω to 180Ω.

If you are lucky it will just be a faulty pump. Look closely for any signs of water ingress. It shouldn't really be happening so soon but the inlet hose from the dispenser to the drum can leak where it slots into the outer drum.
You should also make sure the replacement pump has an internal TOC, some don't and if the pump gets jammed they will often take out the main pcb if there is no overload protection.

Perhaps you should direct your ire at Candy, thats what your machine is after all.
